Résumé
Cet article présente un projet original d'implantation d'une activité industrielle nouvelle sur un territoire rural. L'ensemble du projet comprend d'abord le ramassage et le tri du textile et, ensuite, l'étude d'une transformation d'une partie du textile recyclé pour créer un nouveau matériel. L'originalité, ici, est que c'est la commission Développement économique d'une communauté de communes qui a développé puis porté le projet. C'est à partir d'une discussion politique sur l'incapacité des personnes peu qualifiées à retrouver un emploi sur le territoire que le projet de recherche et développement est né. Ce qu'il est intéressant à étudier ici, c'est le rapport entre une nouvelle façon de penser et d'agir le développement économique ainsi que les formes de gouvernance adoptées pour gérer le projet.
Abstract
The focus of this paper is to analyze the development of a new industrial activity in a rural territory. This new project includes the collection and sorting of used clothes, and the reprocessing of a portion of the recycled textile to create a new product. The originality of this project is related to the fact that a public organization not only participates in the funding of the activity, but also in the management. The origin of this project of research and development comes from a political discussion about how the territory could create job opportunities for people with a low level of education. An interesting aspect of this project is the relation between a new way of thinking and acting the economic development of a territory and the forms of governance involved in the management of the project.
