Résumé
La communication s'intéresse à l'internationalisation de l'approche marchande dans l'organisation de la protection sociale, en prenant l'exemple du « care aux personnes âgées à domicile » dans quatre pays (Allemagne, Angleterre, Belgique, Italie). Il est démontré que partout les régimes du care s'éloignent de leurs trajectoires traditionnelles et s'écartent ainsi de leur « chemin de dépendance » sous l'influence d'une logique marchande, en combinaison avec d'autres types de changements institutionnels et sociaux. En termes de démarche comparative, la communication fait appel à une méthode de recherche inspirée des nouvelles formes de gouvernance utilisées par la Commission européenne.
Abstract
The paper is dealing with the international proliferation of market-oriented governance in social protection systems, using the example of “home care” and related care regimes in four countries (Germany, England, Belgium, Italy). It shows that each of these care regimes abandons its traditional trajectory and leaves the “path of dependency” under the influence of market-oriented reforms which, however, intersect with further movements of institutional and social change. Concerning comparative issues, the methodology of the analysis is inspired by the new forms of European policy making as introduced by the European Commission.
