Résumé
Cet article met en évidence les faiblesses des politiques de protection sociale au Burkina Faso, en insistant sur l’incapacité des solidarités familiales, lignagères et communautaires à constituer un palliatif pour la sécurité sociale des groupes précaires, notamment les agriculteurs ruraux et les travailleurs du secteur informel. Il s’intéresse dans un premier temps à l’inertie du régime institutionnel hérité de la colonisation, et présente en deuxième et troisième ressorts respectivement l’état des lieux de la sécurité sociale et ses limites. En partant de l’hypothèse que la sécurité sociale peut être aussi bien une fin qu’un moyen du développement, et en nous inspirant d’expériences africaines d’extension de la couverture sociale aux personnes âgées et aux travailleurs du secteur informel, nous entendons proposer, en perspectives, des pistes de réformes de la sécurité sociale au Burkina Faso.
Abstract
This paper deals with the weaknesses of social protection policies in Burkina Faso, highlighting the inability of family, lineage and community solidarity, to be a palliative social security for insecure people, particularly rural farmers and informal sector workers. We look at first to the inertia of the institutional system inherited from the colonization, and present at second and third time respectively, the current situation of social security and its limits. On the assumption that social security can be both considered as a means and the aim of development, and taking into account African experiences in extending social security to the seniors and informal workers, we propose, as perspectives, ideas to reform social security in Burkina Faso.
