Abstract
A European social protection system has been impossible to elaborate because of the principle of subsidiarity and of the market-based of the EU. Therefore, harmonisation and convergence in national social protection systems in Europe have always been a political concem since the Rome treaty. Several statistical approaches clearly show the permanence of a convergence process.
