Résumé
L’économie sociale et solidaire est une nouvelle appellation de l’autre économie, ni publique, ni capitaliste, qui a émergé en France il y a dix ans. Sa visée était de réunir deux courants théoriques opposés, l’économie sociale et l’économie solidaire. Notre article s’inscrit dans un mouvement de plus grande reconnaissance de cette nouvelle économie sur les plans statistique et politique. Sa première partie identifie néanmoins les trois raisons qui font que, au niveau de la théorie économique, elle est restée un objet non identifié. Dans sa seconde partie, l’article propose une élaboration de l’économie sociale et solidaire comme un idéal-type d’économie. L’ESS revêt alors deux périmètres, l’un étroit, l’autre élargi. En conclusion, cette conception théorique de l’ESS conduit à repenser les fondements d’une politique publique de l’ESS.
Abstract
The social and solidary economy is a new naming of the other economy, neither public, nor capitalist, which emerged in France ten years ago. Its aim was to gather two opposite theoretical currents, the social economy and the solidary economy. Our paper takes place in a movement of greater recognition of this new economy on a statistical and political ground. Its first part identifies nevertheless three reasons which make that, at the level of the economic theory, it remained a not identified object. In its second part, the paper proposes an elaboration of the social and solidary economy as an ideal-type of economy. Then SSE has two scopes, a narrow one and a larger one. In conclusion, this theoretical design of the SSE leads to rethink the foundations of a public policy of the SSE.
