Résumé
Cette contribution propose une analyse du rôle des savoirs dans la réforme du champ de la santé mentale en Belgique. Celle-ci est appréhendée en tant que processus de changement au cours duquel l’action publique en santé mentale est influencée par des institutions internationales, à l’image de l’OMS ou de l’Union européenne. Le compte-rendu de ce processus donne à voir comment la construction d’une « nouvelle » prise en charge en psychiatrie, au carrefour d’enjeux politiques, sociaux et économiques, a été performée par les savoirs issus de la branche santé mentale de l’OMS. Par ailleurs, les transformations du champ de la santé mentale en Belgique nous invitent à considérer l’autorité qu’acquièrent ces savoirs internationaux, au gré d’un processus dans lequel ils sont constamment mobilisés, pour penser l’innovation et pour la légitimer. Finalement, l’action en santé mentale témoigne d’un travail herméneutique, qui confère à ces savoirs une rationalité autonome.
Abstract
This paper analyses the role of knowledge in regard to the Belgian mental health sector reform. This one is grasped as a change process during which the public action in mental health is influenced by international bodies, such as the World Health Organization or the European Union. On the one hand, the accurate description of this process shows how the conceptualization of a new psychiatric work, at the junction of social, political and economic stakes, has been performed by the knowledge disseminated by the WHO’s mental health division. On the other hand, the Belgian mental health sector changes emphasize the way in which international knowledge acquired authority, being mobilized in order to think out and to justify innovation. Finally, the mental health work gives an account of a hermeneutic task that provides this knowledge with an autonomous rationality.
